Window application with .Net framework

I have been reading up this forum and also the Docs.
From the Docs provided in this website, your example program are created using the Universal Application solution.
I suppose this Lattepanda that comes with Window 10 OS can support .net framework 4.5. Am i right? Or i need to create UWP similar to Raspberry Pi 2/3 (in window environment)?
