super mega slow LattePanda 4G/64GB

i am having crazy trouble with my LattePanda ever since i got it. have heatsinks and the powered cooler (from dfrobot) installed and am running it off of a 2.1A usb-connector.
the device constantly shuts off, it's so slow that i can't even open an application (have been trying to run max 7... this worked only once or twice after loading for more than a minute, most of the time it doesn't even react when double-click the icon). CPU spikes (to ~30-50%) already when i open window's start-menu ... i have no clue what's going on.
is this stuff normal?!
