Windows not booting up and no blue light.

I just bought LP and hook up to the touch screen. When it powers up for the first time the red light is coming on but the blue does not come on like I have seen on some videos. The screen will come on bright white and windows never starts up. I also tried to reinstall windows as shown on your website with no luck. Is there anything I need to do start windows or is the board bad? Below is a video link of it powering up.
