How do I get .NET Framework 3.5 enabled?

Hey guys how do I get .NET Framework 3.5 enabled without being online? I see the selection in the "Windows Features on/off" menu. But It keeps trying to connect to the internet. I don't want an internet connection on this unit. I don't need the internet connection on this unit. This feature is used for gaming and streaming by most apps. Someone must have had this issue on the Panda's before and solved it. How do I enable this windows feature on this board??????
