DEFECTIVE - Won't Power on at all

Since I got this in February, it has constantly restarted and acted flakey. But now it won't power on at all. It used to power on the fan just by connecting the power, but now won't even do that. I have tested my power supply on other devices and it works fine.

How do I get this replaced?

It is a 2GB/32GB Lattepanda w/Win 10 and optional Fan is attached.
