USB 3.0 socket doesnt work for HDD

When i plug the same drive into the usb 3.0 socket the drive does not work, why is this? the Usb 2.0 socket supplies 500ma the Usb 3.0 should be delivering 900ma or higher.
Memory sticks work ok.
