LCD stopped Panda from powering up.

Today my LCD screen arrived. Shut W10 down, connected LCD as instructed.
Now the LP will not boot. The blue LED initializes however the RED LED is on as soon as the power is applied and stays on solid.

I have removed the LCD, same result.
Powered from a 5A bench PSU via header and noted only 15ma power draw.

Any suggestions please as I am on a tight project time scale.
