Thermal throttling settings ?

I was going through the default Bios setting and see that the THERMAL CONFIGURATION is set to:
--> Intel DPTF Processor Participant = Enabled
--> Intel DPTF Skin Hotspot Participant = Enabled
However, under THERMAL FAILSAFE SETTINGS I see:
--> Thermal throttling Mechanism = Disabled
Does this mean thermal protection is OFF?
