HDMI Input + Output?

I have a small project currently going on and cant find any informations and i am currently thinking about buying a raspberry or a Lattepanda depends on which one can do the work for me.
So i would be happy if somebody who has a lot of knowledge in Latte or Raspberry can tell me if it is possible to get a "HDMI Source" into the LattePanda and then give it out again so i can basically control the signal with scripting so i can turn it on or off or put even a "wallpaper" in the signal which is just a picture for example and the hdmi output will show the picture?
Is this technically possible to realise and if yes how ?
