LattePanda Alpha 864 ethernet and usb Probs

My problems are in downloading and uploading over the internet but not over the network see pictures the problems disappear if I have a high CPU load. But if I don't have a CPU load I can only download super slow.
My external hard disk is sometimes recognized and then again not that goes so back and forth. If it is recognized once and I want to transfer a few gigabytes it is aborted because the hard disk is thrown out. Is only at the Lattepanda so at the Pc everything okay 200 Gigabyte transfer no problems.
What I have already tried
Windows reinstalled
Ethernet cable exchanged
Driver reinstalled
Power Saving Mode Off (Maximum Power)
I have a feeling my lattepanda is starting to fail.
