Development on Laptop

I am about to start a project built around a LattePanda that will use external sensors/relays connected to the IO pins. However, I will be developing the application on a laptop running Windows 10 using Visual Studio. How can I emulate/provide the same arduino coprocessor capabilities on my laptop so that I can code and then move the finished application onto the LattePanda?
