about power switch to turn on OS

I have a latte panda.
I would like to ask about the power switch.

Connect the USB cable to Latte Panda.
Press the power switch to turn on the system.
Then, the system is shut down through the 'shut down' menu on Windows10
and the power switch is pressed again, but the system does not turn on.

Unplug the USB power and reconnect to boot up.
Is this right?
Do I have to remove the power?
