How to USB-mouse the 7" Capacitive Touch Panel Overlay?

I got the 7" Capacitive Touch Panel Overlay from a friend who didn't need it.
My question is:
Which IC can I use to convert it's FPC to USB so I can read it like a USB-mouse?
As far as resistive touch panels go AR1100 does the job but I don't know what to use for this panel.
Please help.
