Latte Panda Delta 432 will not boot.

This device unexpectedly will not boot up. There is power to the board as per red LED. When I press the power button (3sec) the device will not boot up. Any suggestions?

Using Latte Panda power supply, HDMI output.

Will simply not power up. Fan won't even spin to indicate any intentions of life.
