Using a Belken Thunderbolt dock with Panda 3 Delta

I have my lattepanda 3 Delta and got to thinking... since I was let go from my recent job they didn't want anything but the laptop back, so I have a Belkin Thunderbolt 3 Express Dock HD (F4U095). It used a USBC connection to power the laptop and connect it to display port, USB and headphones.

The LattePanda3 delta USBC port supports power, display port and USB2. Not that I would expect all the accessories to "just work" but was hoping for the display port, USB ports and power to work but it won't even provide power to the Panda 3.

Any thoughts on how to get the dock to recognize the hardware and provide power?
