Lattepanda V1 is not booting

I use Lattepanda V1board as drone's main computer. I authorized power as 8500mAh bettery connected to 5V converter. 

I got some problem to booting. When I pushed power button, Red led is on but lattepanda is not boot. 

How can I fix it??
