Lattepanda V1 Solid Red LED no Boot

Hi i just bought a second hand V1 6g 64gb from a store that sells Pi's and other single board devices that are reconditioned or faulty .

Panda was listed as new/other , The blue led flashes as per but red stays on and device never boots any further .

He sent out a second saying didnt know if 2nd had same issue .

It does :-)

So my question is from reading up the forums , solid red is a bios issue that can only be fixed by a chip reflash ?

Or have i lost the plot lol.
