LattePanda Delta (2) - Windows Won't Boot

I am having a problem with my LP Delta.

I am stuck in a "preparing automatic repair" loop of some sort.  On first boot, I get the "automatic repair" message. The LattePanda reboots and then all I have an infinite spinning circle of dots.

I have been unable to boot into bios - so I have a useless LP at the moment.

Any insights are welcome.
