UPS and Changing the power on method

Hello,

I am trying to develop a portable product with the LattePanda 3 Delta + their UPS. I  have two questions you may help me with theses:

1-  To power up the lattepanda we "When the LED indicator turns off, press and hold the power button for one second to turn on the LattePanda. You should see the LED indicator light up again". I would like to change this way and if is possible to change it to a Standard Switch (On/Off) Method.

2- The second question is about the UPS, I was checking the documentation, and I could find any information about the many voltage are manage in the PCB except the pins. 

Is any way to get a Voltage closer to 12V from the UPS? Is this  possible with some mod in the PCB?
