LattePanda Delta 3 failing to boot

I have a Latte Panda Delta 3 board. I have not used it for a couple of months. I tried to start it today and cannot. Having the following issues.

1. Power the USB-C with a good power supply - will not start

2. Apply power to the DC connector (12V, 3A capable) it will start up (fan, blue LED, red pulsing LED)

3. After a few seconds the Red LED pulsing stops and it flashes twice, followed by 5 flashes. The RED LED then remains off. Blue LED remains on.

4. No activity over HDMI at any point.

5. Removing all other connectors (HDMI, USB for keyboard) and attempting restart gives the same behaviour.

Previously on this unit I had seen a similar failure when running two USB3 units that overloaded the unit power. After the unit cooling and removing the load it ran successfully. I am assuming that during that episode there was a component degradation on the board that has now become a hard failure.

I am assuming I am staring at a dead unit.
