first pls check if you have changed any settings in BIOS? If the fan speed was set to slow, the fan can not start.

Second, Measure whether the red and black wires of the fan have voltage.

Last, Do you have specific date of the CPU temperature? The CPU fan only starts when the temperature reaches the threshold.
