The fan is built into the heatsink and as such you can't just replace the fan. I know that because my fan didn't work at all when I bought my 3 Delta. I contacted support and they sent me a new one free of charge. You may want to send a mail to admin@lattepanda.com and explain the problem. They mailed back to me saying that I needed to try the BIOS settings depite me repeatedly saying that I had done that but after all of that they just sent me a new fan and heatsink.
