The answer from LattePanda team was the following:
"I'm afraid x5-Z8300 doesn't support HDMI-CEC. A USB-CEC adapter maybe an alternative solution."
I found this adapter, which should work well with Kodi but I haven't bought it...

I guess so, because my PC turns on when I send a MagicPacket from my smartphone. The smartphone app also detects the LP within my network, but the LP doesn't turn on.
