Achieving a 15 to 20 watt TDP should be fine in a LattePanda form factor. The GPD Win 3 handheld system releasing this year is also using a tiger lake chip at 20W TDP setting. I don't think 20W is unreasonable for a LattePanda, and it can easily be turned down by users to 12W/15W/etc if they wish.
